In my opinion Sales and Marketing personnel requires the highest skill on negotiation because every business needs growth and closing of deals regardless of whether they are into services or products. Hence the sales personnel are highly valuable in any company and having the ability to close deals and contribute to the growth of a business is mostly dependent on your negotiation skills.
It all depends, I don't believe there is one particular highest profession amongst all as professions like a Sales Person, a Banker, A Real Estate Agent, A Contractor, A CEO and a Business Development Manager all require exceptional negotiation skill, if you were to move up then even negotiations with Government institutes, United Nations and the IMF will be considered as one of the highest levels as these decisions will influence entire nations. So there can be many variations that can determine where the highest skills of an individual is required.
Enterprise Sales requires the highest skill of negotiation because there are negotiations throughout the sales cycle that must be achieved.

Actually every one needs Negotiation to some Extent, where it's a communication skill and every one needs to Persuade others and share benefits
In Business, you need to negotiate with manager and customer even in case of dispute, even within the team
Negotiation isn't only to sell or buy a product, it's also to sell an idea or to buy a benefit and share it with others
It depends on what kind of negotiations are working.

First of all i want to thank you for inviting me to answer this question .
I think that when you will deal with high profession or high degrees of educated customers you need to have more negotiation as doctors and professors like me field of business in the medical devices as i have not only many choices but the skills they have already let them to make pressure on the sales representatives if that rep not prepared enough by the probing skills and the persusion which more than important .
But i think that the problem not related to service or product it mainly related to the customer it self as he may be educated or have more skills which let our representatives in a bad situation

Sales, Marketing and Business Developments according to me. As they are in continous conversation with many oppurtunities and they are looking to avail that with lot of negotiations

Sales & Business development profession requires a highest skill of negotiation, since it involves a direct link between the buyer & the seller. The sales guy will face the decision making authorities one-on-one each time for closing any deal, which a key role for him.
