Having worked with a manipulative and fear-based manager, I interested to hear anyone else's experiences.
Assuming that the issue has been discussed to your Line Manager but failed to reach in a resolution, then I would suggest that you raise the issue to HRD, for them to intervene and arrange a meeting for both parties. An effective HR Dept always ensures that any dispute is resolved and should not result to a conflict.
Will communicate with him first. Will document all the conversation and if it remains same i will follow the hierarchy.
Difficult people present no problem if we pass them on the street, in the supermarket or in a building lobby. Nevertheless, when we have to work with them difficult people can become major irritants .1-Don't ignore the problem.2. Intervene as soon as possible3. Research the problem personally
4. Help the problematic employee to get back on track.
5. If all else fails, termination may be necessary.6-call general manger

I do believe that the matter in such case has to be immediatly handle by HR poeple.

2. Give clear behavioral feedback
3. Be consistent
4. Set consequences if things don’t change
5. Work through the company’s processes
6. Be courageous
It depends on the situation. But generally a talk with the line manager could solve the issue. Sometimes some actions are misunderstood due to cultural diversity. For example some hand gestures or certain words have different meanings in different countries and cultures. And often time these actions/gestures are misunderstood which lead to behaviour issues towards an individual.
It is a tricky situation, particularly when such manager is immediate boss. Making the manager see the reason is not an easy task yet one has to try it before approaching the higher ups.

WELL I WILL TRY TO LOOK WITH EMPATHY IN THIS ISSUE BE CLEAR YOU WILL GET EVERY THING DONE IF STILL PROBLEM PERSIST I WILL PREFER TO GO TO HR FOR RESOLVING THE ISSUE
Try to communicate informally rather that formal communication in such scenarios.
