They are both not the same. Choice of words, medium of communication and feedbacks are not the same. Outcomes of such communications can make or unmake an entity.

I believe communication between leaders is different from general communication because leaders are change agents who have the ability to change the world the way we see it currently. Hence, their manner of communication will be quite different from how every other person talks because they will pass their ideologies as they send correspondence there.
