It is a correct statement and I do agree with this argument. Nowadays, multinational companies are applying their HR strategies for achieving their business strategy/target. Besides, their HR strategies are already proven / tested in their own organizations to bringing the success or positive result.

The policies need to be customized as per the local laws initially & evntually a slow shift to the group policies would always be advisable. ALthough this route would take a longer time however the effects would be long lasting.

There are two ways, two strategies. First, being a global multinational company requires not be local policy, mostly global i.e. Coca Cola. Second, having some improtant local HR policies and expanding multinational i.e. Mc Donalds. The answer depends on how your expanding policy while being an international organization. If your business requires fully hosting HR policy you aply it, if you need some or mostly local policies you follow this strategy. For example a Real Estate multinational franchising system requires mostly local HR policy although the product/business is fixed all over the world. At the other hand, generally restaurant business requires local policies for HR because product/service quality is strongly connected with the local culture and it's source of human.
