Geotechnical engineering is a branch of civil engineering that deals with earth materials including soil, rock, and groundwater. As most civil construction projects are supported by ground, geotechnical engineering interfaces with most of the other civil sub-disciplines, such as structural and environmental engineering. Geotechnical investigations differ from civil investigations in that they will often not only include a surface exploration but also a subsurface exploration of a site. One of the many areas of investigations that geotechnical engineers find themselves on involves vibrations.
Its Geotechnical investigation actually Basic study of Civil Engineering. Both of same but Geotechnical mainly investigate for soil and land testing for Construction.

I would say that, if you do not have concept of structure design, which is always to be a very important part of a civil engineering, you cannot able to analyses for the Dams structures, Sheet pilling, pilling, barrages etc. So, the basic for the geotechnical design/engineering is a civil engineering.
As per my opinion, the question doesn't make any sense, if you are in any case related to civil engineering. But to answer your question, let me give you a simple instance, you can say that Civil engineering is the Father and Geotech engineering is its kid. Civil engineering comprises of everything i.e,. Concrete, Soil Mechanics, Steel structures, Survey, Building Material, Estimation, Hydraulics, and so on. But Geotech engineering specifically deals with soil, its properties, types of earth conditions for differnet structures, soil stabilisation and so on so forth.
Geotechnical Engineer study the earth inners and outer for mining or for construction, while Civil engineer based on these study design the infrastructure.

Civil ENGINEERING is a vast filed of study of civil, construction, structural studies, which also covers factors of geology of earth models and ground works as well. Whereas, geological engineering is only related to ground inspections, soil investigations, earth related activities only. In Pakistan, Civil engineers get a PEC licence number, hence considered as member of Pakistan engineering council, i am not sure if same applies to geologists or not.. Normally a geologists cannot make & submit reports, but geo-tech engineers can..
