It's only A option. All others involve an unilateral act of will.

A contract is a legal document which reflects the liability and responsibility of each party those who are involved. Another word, a contract shares the risk and benefits among those who are entered into the legal agreement – ‘the contract’.

A contract may develop in following situations:

Party A required goods or services which is producing / delivering by Party B. The basic requirement triggering   to develop a contract for goods or services is when the specification of Party A complying by Party B. It may be a conformance or performance basis.

The communication may start with ‘R’s – RFQ, RFI, RFPs or an opened or restricted tender.

When there is a requirement of goods or services and who can meet those specifications or SLAs, both parties entering into a legal relationship to fulfill the common interest of mutual benefits.

So, I would say, compliance of specifications or SLA’s are the basic component which triggers the development of a contract.
