What can I do to get a job? I tried recruitment websites, company websites, job fairs....

I am very unhappy with my company, I don't hate my job, been promised3-4 times, they never honor their promises, I built experience in customer service, organization development, and marketing, never got the chance to specialize in my passion which is marketing I tried searching for work on every recruitment portal I could find, I tried improving my CV, I tried going to job fairs, It is just not working.
