This method is called Absolute Method (X,Y) in which we need to give X and Y distances.

With all due respect to the fellows, but the question it about to draw a "vertical line" for that option (a), (c) and (d) unfortunately will make you draw a horizontal line with 30 units in length.

the only option that will make you draw a vertical line is option (b) for AutoCAD 2D being programmed X, Y vector as horizontal, vertical movement respectively

to elaborate on that you will find the given first point is 30 in X-Axis and 50 in Y-Axis; for that, to move vertically you need to fix the X-Axis and increase Y-axis with 30 units.
