Dear Hend, With all respect to all here, currently the inside connection and recommendation is consider first specially in recruiting senior positions in the Arab World

it is for sure will require both.
However, you will see lots of jobs advertised that you meet the requirement for, however that might be true; the hiring manager might have set the qualification PHD holder..! rightly or wrongly so, he remain the hiring manager and you will not be able to do much about it.
hence, it will be perfect if you can go up the qualification to MBA at least in which this will be the set stone in the consideration for your relevant experience.
this is only theory for securing the best job you wish to have.
