i would discuss with my manager before i apply annual leave and explain how my job will be managed in my absence. Then, will apply leave after reaching consensus with manager.
if he/she rejects even after the above process, i would seek reason for rejection. if it is reasonable, i will take positively. if the reason is not convincing, i feel bad and accept the fact and move forward. if manager continues this behaviour, i will escalate the issue to higher management through ethics hotline.
I would become very sad, annual vacation is so important for an employee!
