Safety Engineer
Health and safety practice brings together knoledge from many different disciplines. some health and safety matters are very simples and thier solutions also straight forwards and others may be technical which required technical knowledge to solve the problem.
In order to fully understand a health and safety professional should be familiar with the:
1. Technical background to the issue and have the relevant knowledge.
2. Standards that may apply to the workplace and to the specific health and safety issue under considerations.
3. Possiffble stgrngths and weaknesses of the various option available to sove the problem.
The most important tool for a safety professional is the person himself. His capability to identify hazards and risks in a given situation and how the person deals with them. It involves brain function and speed of the resulting reaction. This could be helped by education,trainings and experience.
safety personnel must be qualified for the field he is going to work, he must have skill to train, motivate personnel, technique to change behavior of personnel.

I think the important tool is your brain and common sence. Without these two your could not do anything.
Of course the other important are too:
Training, methods, equipments, good staff, money and intention not to get hurt or cause the damage to your boss.

There are many tools of safety professional and the important tool is the communication skill to change the poor safety behavior of the workers and build a strong culture in the worksite envirenment without forget the disciplinary actions when the safety rules were breached
