In front of the mirror. Every day as you wake up. But honestly like any other skills. Its best to practice it at any given opportunity. Going for a grocet=ry, having other things done. Learn to talk and get what you want.

Practice at home with your children. The best guinea pigs are often the children whose behavior seems irrational to you and whose objectives go beyond your usual standards. The surprise they will experience in your attitude change will be your best indicator of success.

Use immagination: immagine the customer in front of you, immagine each of his answers to each of your arguments. Also imagine how he feels about each of the attitudes you will adopt during your advocacy and list your weaknesses and strengths.

Practice this type of exercise and you will develop your negotiation skills.

In my opinion..... Manager has to learn it with his-her team, while an employee practice it on the field inside the market !

Totally agree with your description as well,

I personally would practice it with an entrusted/close person so that he/she plays the role of the other party and replies back natural questions or answers to carry out the negotiation properly. Thus BATNA maybe created through practice as well.

Negotiating Skills practiced:

In your everyday life at home with your wife or partner and children to complete a task and give a reward for it.  It can be a shopping spree or a dinner out . 

Tidying up after playing and rewarding the children.  Also it helps you.

With your pets on a walk when you are crossing the road with then they follow a regime or routine to get to the other side without falling into problems.

Budgeting on the home plan marketing (monthly) and getting your partner to follow a disciplined shop with the children.  List and buy just on the list.(Marketing). 

Skills with your garden plants to grow well and flower well into time.  Talking to plants make them feel happy.

Negotiate with the cleaning staff to do a presentable job always.  

In the work place, when you are in dialogue for multi-tasking and priority jobs first you negotiate with your collegues who have the skills for the task to complete it on a time frame.

Always to be calm and never to get angry when things go wrong just deal with it in the right perspective(thoughts).  Take time (counting ten of your own ).

Doctors visits where medicines can help the person without causing any problems internally looking at the patient history.

Clients and deals with looking after their pets so that it brings a good package for both parties.
