The Maximum Stratum level for Network Time Protocol is 15 starting from basic 1 for Server maximum last up to 15, if it crosses 15 means it is unsynchronised.

There are 17 levels of stratum in NTP which is from 0-16. Stratum 0 being the primary reference which is typically GPS and stratum 15 being the last level which is still traceable back to the reference. The stratum 16 is already unsynchronized.

The maximum level is 15. A stratum is simply one layer in a hierarchical network of layers that distribute accurate time across a network of devices.

Network Time Protocol is a hierarchical protocol and is divided into stratum which define the distance from the reference clock. A reference clock source that relays UTC (Coordinated Universal Time) time and has little or no delay is known as a stratum-0 device. Stratum-0 servers cannot be used on the network, instead, they are directly connected to computers which then operate as primary timer server
