Risk assessment is conducted before an incident has occurred with the aim of avoiding any incident in the first place while incident investigation is done after an accident has occurred to determine its causes and avoid its repetition in the future.

Risk assessment is a process used in safety mangement to identify, measure and determine what hazards can be anticipated during each stage of any work or project to be undertaken. This is a proactive reaction to enhance safety. In contrast, incident investigation is a reactive action to determine the underlying and root causes to the incident or accident. The purpose of an incident investigation is also to formulate and implement preventive measure/s to avoid recurrence.
