To build on Mohamad's answer i agree that each channel is different and different objectives are set for each.
Facebook tends to be used more for raising awareness about a brand, a product, an event and engaging people with feedback regarding the same.
Twitter is more of a dialogue between people i would say.
The best way to actually learn is to engage in both and see what is more appropriate for you or your brand.

Both platforms are important when it comes to social marketing but at the end of the day; it depends on the target audience.
Because Facebook is most dominating in the region, marketing on this platform can definitely increase brand awareness and possibly drive sales for brands.
I see marketing on Twitter effective when it comes to trending a specific product or service with the use of hash-tagging and trending a certain keyword.
In my opinion, Facebook marketing is more on a generalized level, atleast that’s the way I see it.
But in general, it all depends on the campaign strategy and target audience.

People assume a different attitude based on the forum they are interacting on. Each medium has acquired it own disctinct culture due to the features available on them.

 

Twitter has evolved into a listening forum where experts and customers talk and you follow and listen to them. If you are using twitter, it would be wise to share knowledge relevant to the target audience and try to be an expert in the area of your expertise. People do share real-time information about their status on twitter but it is limited value to your target audience, i feel. Twitter can be viewed as massmedia, since it is difficult to talk one-to-one. You may use hashtags to make it easy for others to find information, otherswise is lost and buried soon on twitter.

 

Facebook on the other hand is more personal since others can see pictures and facebook mimics real life connections. Facebook is also more candid and casual social media so sharing knowledge may not work. People want more light-hearted entertaining content. If you use humour, videos, picture on facebook, you are most likely to be visible and heard.

They are different tools/channels for one purpose/target.
Every channel of them has different techniques starting from time and number of daily posts to type of content to share.
Obviously Facebook is the most dominating in MENA region (Kuwait can be an exception), so it's the one you should be focusing in, but you need to make a good plan for having an engaging Twitter account to cover all your potential customers and socialize with them wherever they are/love.
