Yes I do think that Arabic cultural terms can be translated to other languages! Why not?

That is a good question!

Sometimes we cant find an exact translation for some terms like the name of Allah!  In this case we cant say (god) instead.

If you are also aware of the cultures of other languages, you can always find a close translation. However, keep in mind that certain terminologies and lexical items in a certain language may not have equivalents in other languages.

It is possible, of course it needs more efforts and  choosing the best way to translate it.

It can be translated trough proverbs.

In my opinion, Arabic, unlike many other languages on this planet, is richer and so variable spread on a vast geographic area. Due to the wide diversity of Arabic accents and dialects, Arab World has the most difficult cultural, and even intercultural, glossary. As an Arabic translator, I go through many steps. First, I need to know "What it means in Arabic , or what it is supposed to mean within that dialect or that situation." Secondly, I try to figure out what fits this word or expression in the same language. Then I need to know what it means in the target language. After that, I think about how to find a closer cultural equivalent in the target language. Finallly, if I could not find a suitable cultural equivalent, I apply transliteration on such cultural term.

This depends, first of all, on transculturation and the awareness of the mother tongue of the translator and the available equivalent terms in the other language if any.
