Can somebody give me some tips and other options on how and where to find a legitimate investor?

I was in A printing Business in the Philippines  for 6 years and suddenly Personal problems occur that causes my business to go down, I totally shut down my business and start my new career her in Saudi Arabia to earn money to start all over again, I learn many lessons of what happened. Now, i want to go into the same business like before but in a new system of planning. I encountered investors who wants to finance my business, actually a lot of them are i think is scammers, because they promise me huge amounts but in the end of deal is they are asking me money for taxes,processing and etc. I want to ask if are these investors really understand the meaning of investment? and why they ask money? The reason why im Looking for investors is because i need money to fuel up my business back home and earn together. Can somebody give me some tips and other options on how and where to find a legitimate investor? I rather have a small investor that can understand investment and commitment. I don't need a huge investor that ONLY thinks of the profit he/she will gain in my business, rather understanding , commitment and trust. These maybe the things im looking to have a good start.
