Do you believe that customer service skills and abilities are innate or can be gained through learning?

Definitely, they can be developed through the right training and follow up observations. I doubt that people are born with the right set of customer service skills. 

These skills can definitely be gained through learning and experiance. The more exposure to handling different customers make you you gain more cust service skills

They are innate and best acquired through learning and keeping pace

Development
