For modular software development, what project management methodology you might choose, waterfall vs. agile (scrum, XP,,,etc)>?

For Modular Project it is best to use Agile if you are involving cross functional department or individual are not dependent to each other for their piece of work. You can use Waterfall when it comes to step by step completion of project wherein each dept or individual is dependent on the previous dept or individual to complete their work. Yes you can use scrum and sprint to get better overview of the project and track the progress of the project efficiently if you are  planning to go with Agile methodology
