You can do that by taking the lead, put yourself in the front and lead by example. Use the stick and carrot theory by rewording hard work and sanctioning mistakes and laziness. Always brief your team at the beginning of every project and do debrief them too, so as to evaluate their performance and judgements. You can also advice them to put their heads together and find a solution when there is an issue, developed there decision making capacity by practicing the devision of labour or by assigning tasks to each and every one on the team. Also do well to make them understand the level of performance expected from them and compare the team with another performing one. Use numerical and graphical presentation when ever you are analysing the teams performance quarterly or yearly. This will also stimulate more performance.
You need to be their friend more than their boss. Start helping them out in thier personal issues by giving them good advises and gaining their trust because if they keep coming to work with their problems at home in their heads, they won't be able to perform with their full potential. Take your team out on a work trip, like go to somewhere nice outside of office and do a day work over their. Be more supportive and never push them too much.

Give your team free hand in implementing their methodology, listen to them and encourage them on their proposed ideas so that they will think independently. Ultimately they have to work for you but the quality of work can be much better if they work independently.
Last but not least, give rewards of their work and praise them where applicable. They can do wonders if they think that their boss is believing in them.
