I think you mean the Rules in the css. will indecate to the element, in the browser the interbter will dedcate the elemnt selecter and match them with its rule in the stylesheet file. and if the element have more than one selecter it will be overwite with the last rule will in the stylesheet. note there is a key word called !important this added in the attribute of the rule this will overwrite all of same level selecter...
