Which one is a better contract? One that brings in more claims or that which doesn't bring any?

It is practically impossible to not have a claim in large construction contract. A good contract is one which has clearly laid out procedures to handle changes, claim and dispute resolution.

The better contract that the one doesn't bring any claim whic is impossible

An Insurer always wants a contract which wont bring claims or less claims. However, incase of having very minimal risk or no risk then the proposer would prefer to retention the risk.

One that bring in more claims. In construction project there's no perfect Design and there are always unexpected issues and changes, which need to administer claims in respect with cost and time. Variation claims is used for the additional budget spent by the Contractor + Overhead profit to avoid losses. Variation claim is stated in the Contract and FIDIC and should be evaluated in fair manners to both parties.

A good Contract should have procedures to administer claims in respect of cost and time since a construction project may include variations and other unexpected issues that must be overcome in a fair manner to all stakeholders. 

Example of a Contract including Clauses with procedures for claims is FIDIC suites of Contract.
