During Estimation one should always go up to the break the schedule to the maximum. We should mainly consider both SCHEDULE, PHYSICAL RESOURCES & MATERIALS required for the SCOPE of Work. Also we should consider the Government Policies, Climate & Anticipated Risks on the Site.
