Well it depends upon the phase of the project, however in my opinion following are the steps in planning phase as part of project management plan to execute and monitor the project: 

• Understand the Project scope / Customer Expectations
• Stakeholder identifications
• Cost estimation 
• Schedule estimation
• Resource estimation
• Procurement and contracting strategy
