Actually you want to make a PQR and WPS based on API1104, since the requirements differ from ASME Section IX, B31.3,B31.1 etc, Even though these standards are more stringent and superior than API1104...... But still if a client can accept the basic parameters and essential variables are similar and you can convince them there is a possiblity to accept your request.......

In case of LTCS material since the done PQR has been in a level that according to thickness range and service temprature,I convinced the client company to use that PQR in pipeline also which was a great success,thanks so much for the reply btw
You can use ASME Sec-IX WPS if client give approval for use.
But there are some differance to qualification process of ASME Sec.IX and API-1104.
5.8 FITNESS-FOR-SERVICE EVALUATIONS
Pressure containing components found to have degradation
that could affect their load carrying capability (pressure loads
and other applicable loads, e.g., weight, wind, etc., per API RP
579) shall be evaluated for continued service. Fitness-for-service
techniques, such as those documented in API RP579,
may be used for this evaluation. The fitness-for-service techniques
used must be applicable to the specific degradation
observed. The following techniques may be used as an alternative
to the evaluation techniques in5.7.
a. To evaluate metal loss in excess of the corrosion allowance,
a fitness-for-service assessment may be performed in
accordance with the following sections of API RP579, as
applicable. This assessment requires the use of a future corrosion
allowance, which shall be established based on Section6
of this inspection code.
1. Assessment of General Metal Loss—API RP579, Section4
2. Assessment of Local Metal Loss—API RP579, Section5
3. Assessment of Pitting Corrosion—API RP579, Section6
b. To evaluate blisters and laminations, a fitness-for-service
assessment should be performed in accordance with API RP
579, Section7. In some cases this evaluation will require the
use of a future corrosion allowance, which shall be established
based on Section6 of this inspection code.
c. To evaluate weld misalignment and shell distortions, a fitness-
for-service assessment should be performed in accordance
with API RP579, Section8.
d. To evaluate crack-like flaws, a fitness-for-service assessment
should be performed in accordance with API RP579,
Section9.
e. To evaluate the effects of fire damage, a fitness-for-service
assessment should be performed in accordance with API RP
579, Section11.
