Right now i am working now in your same situation i.e subcontractor for an EPC...... the work progress are apart........... our working should be started right from the base of our approved ITP's,procedures,WPS etc,...... Apart from that client have his own specifications.... so we are performing based on the above mentioned documents and if any deviations we want to diagonise.... If any parameter hidering the job means suitable analysis and backup documents to be made for raising an waiver or CR (concession request) that deviating from specification....so specifications or in my terms the base qc documents are important for sucessful completion of project.......
I would say it's not only ok, it would be definitely wrong to not use it, for the simple reason that work should be conform to the specs. Nevertheless, there are specific procedures that belongs to the subcontractor, e.g. a fabricator should issue for approval PQR's, WPS's, NDT procedures, testing procedures, etc. On the other hand, it may be that rock bottom specs are not detailed enough and subcontractors needs to issue specific procedures, process data sheets, etc. Key word is traceability: It should be known at any time what was done, how was done, the key prescribed parameters and the actual value of them.
