What's better is to take weeks planning a project, or start implementing it directly?

Is it the responsibility of the planning engineer to plan, verify planning, and verify the data on which this planning is based? Or that the project manager will implement directly without planning

Better to read the Implementing Rules and Regulation first, plan and then implement.

It is better to have a formal project plan in place before start.

As for site condition some ware will plan and impliment the things but on site we want to take the immediet decisions as of condition with out failing existing planings and budget

It depends on some main factors like the project's type, size, complexity, duration, budget, and the involved resources needed to complete that project. Having said that, planning is very important prior to starting any project. It may not have to take weeks/months for small, manageable projects but it does have to take part in the project lifecycle anyway.

It goes  without saying that planning is a priority of a project implementation beforehand, even in a concise program for a very small or urgent projects.
