Why does every organization give preference to experienced candidates? What about freshers?

The organization gives the priority to the experienced employee when there is a vacant job and needs a ready-made employee to take the lead also when need to accomplish  when there is not enough time to train a staff member.Some jobs also require expertise such as secretarial, development and organizationRegular jobs like reception do not require experience.
