Sir I personally believe each situation has a different approach of dealing and if the intent should be to cure the issues and with that in mind all issues can be sorted but to answer the question based on my understanding of running a company in nigeria for almost 10 years for an American group, I have learnt that few position or people in the company who knows the actual business of the company and who understand each area of the company should always be availaible to support those people who can be the reason of delay ......... Bcoz the intent of key people should be business should never suffer any loss and keep on growing and with that intent solution comes automatically bcoz if one area of business gets affected it can be a big reason for losses The reason for that is one key rule business should always go on and business should never suffer loss whether by financial or non financial and with that intent if we work and those key people who are kept on the key position who actually make rules and run the company and report to shareholders it's their job to make sure each employee and level of personnel does their job.and if those people are always availaible for the support of lower staff or make arrangements for availability of right people to non performing personnel who might be delaying it will make sure that business will never suffer and also employees who are delaying will get proper training and next time things will never get delayed..... That is why the management always hires leaders to run the company...... Hope I understood the question correctly and was able to answer it at least close....
