Theoretically, it should not depend.

If you have, a good methodology in your work that your team follow .then quality will not be affected but may be time. Because you will not accept any work that does not meet your methodology acceptance criteria. Regarding your bar resources they will take double the time till they meet your criteria.

But practically, I agree that most of the companies methodologies are not accurate100% which leaves a space for bad resources to increase work quality.
