Recruiters usually look for the Candidate that meets JD & JS, if any part of the CV is mismatch against the JD / JS, they (or the system which is being used) will reject it. Recruiters also prefer to see what candidate has been doing against which position.
The formatting and the way its written, needs to be objective, simple but powerful and should have bullet points so it creates an impact.
My eyes usually browse for keywords corresponding to the position in hand. but if its for one element to really be decisive in the shortlisting process i'd say Consistency.
1.Age of the aspirant likely to be progressive to take the policies of the company forward.
2.location of the candidate to absolve himself without extra financial burden to the company.
3.desirablity of the candidate to be leading the subordinates along with him.
