I must say that I agree with Muhammad. What I have to stress is the best possible training for the staff has to be employed.
If you have staff which knows what means but really knows the HSE Policy, Rules meaning so we have advantage by our side. You are the best example how to keep the police, rules and courage the staff to be more cooperative within your working environment.
The HSE is one of the most important thing not only for you but most of all for them.

A Company can achieve Safety Excillence after implementation of his HSE Policy , Safety Behavior, and consultation with the top management to the labour/ helper ( crew) as such they can get the feed back for their Safety compliance.
Safety Excellence is not a Station that we can achieve, infact Safety Excellence is a Journey that a Company can only achieve giving HSE(Safety)100% importance. Below is a Example:
* When a Company/ Organization is set up from the start then is the time to Introduce HSE(Safety), this will create a Safety Culture & a Sense of Resposibility for safety in the minds of all Employees from the Top to Bottom.
Then with (Time, Special Internal & External Audits, Trainings, Inspections & Feed Back of Employees) Safety will be delivered & You will feel the differnce between your Company & Other Company's.
HSE Policy is also important infact essential But YOU can do Nothing if HSE Policy is Not executed in the company by employees.
So, to Achieve Safety Excellence you have to Built a Culture from the Start so you can get what you want.
