Yes, some people were not good acknowladge this matter, appear better negotiatore than other but many others can become as good or better.People those who go through with the same prior to their carrer stage viz in market , negotiating while buying normal stuff in their daily life make them learnt a good negotiation and to better negotiator than others...another fact . One has to approach any negotiation knowing the judiciality of the demand, build a solid and respectful case and always present it adequately and fairly.

They are able to stay focused during the complete process and follow the initial outcome plan . 

They do not priorities wants over needs .

This may be due to their inborn trait or might be they learned from someone, i think, we in HR must learn this art of negotiation as we are into recruitment, salary negotiations, appraisals dialogue, employee grievances and labour dealing. Some people are absolutely better negotiators than others because of only one strong ability that is the ability to communicate, their experience and their conficence on their skills. if one has got a good experience, the confidence comes automatically and you ultimately become good negotiator.

The art of negotiating is a skill that is developed over time and exposure. those that tend to succedd do so as the:

1. firstly have a clear understanding of what is they want to achieve.

2. they prepare thoroughly

3. they reserach their opponents and identify the strengths weaknesse.

4. They understand their own weaknesses and strengths.

5. Lastly, they developed the ability to identify the subtle aspects of their opponenets.

Various factors must be considered: your experience, knowledge of the client, conditions, the matter, necessity, opportunity in cost, schedule, and final result.
