As an entrepreneur, can I start a business project knowing that I am not qualified in acounting, finance, taxe-system, and marketing ?

well, are you not qualified or have no knowledges in the areas you have mentioned. I have worked with some professional in my career that are not qualified for example in engineering and know more about some areas of engineering than the qualified professional. Also, no one can be an expert in all areas, therefore and if you can get professional to handles there areas that are not your areas of expertise.
