As a good leader. we must lead our employees but at the same time, provide opportunity for them to contribute their ideas, views, opeinions etc. Monitoring and mentoring is critical so we know they are in the right direction towards achieving the desired objectives.

No, i do believe that their actions has to be under my full supervision and following up of mine, in order to avoid any deviation from strategic plan and strategic objectives.

Of course not, but they can help you in determine the actions, not to determine by only them.

No. it demands collaborative efforts when setting objectives, measures/ KPI, processes and actions.  objectives, measurements/KPI, processes and actions are discussed well in a balanced scorecard. if you have set your company goal and layout individual obejctives to support it, it is necessary that actions are measured, managed and controlled effectively and efficiently.
