Human Resource is both an art and a science since HR must be systematic, it should follow step by step process. One example of this, is the processing of application, first we have to evaluate the qualifications of the applicant, call for an initial interview, conduct written exams, then final interview for those who passed the assessments. HR is an art, the Manager and everyone in the HR Office must have broad thinking, creative and has a good discipline. They should provide an interesting programs, learning opportunities, various activities that could enhance the skills of each employee that are essentials to their job and also to improve their relationship to one another.

Human resources is a Science like any other stream of Science.

It becomes an Art when one who practices it(HR practitioners) uses its principles for implementing at large.

Neither.

HR has a purpose, therefore it is not art.  Nobody gains aesthetic pleasure from contemplating HR in any way. 

Anything involving humans cannot be a science because it does not meet the basic criteria for science.  For example, it is not possible to repeat an experiement because the circumstances will always be different.  No repeated experiments = not science.

HR requires knowledge and the use of that knowledge, so perhaps it might be considered a skill or a craft.

A human resources officer must have full knowledge, rules and proceduers about human resources.

In order to apply this knowledge, he has to have art of management skills.
