i think any kind of college degree.Web design does not need to be studied in any computer disciplines but needs to love the field and work hard
As long as you are skilled enough in web development, it doesn't matter which degree you have.
However, Engineering degree in Computer science/Information Technology family would be given preference by many.
Mainly they require Bachelor degree just to make sure you are educated and have been through the education system.
But having an experience through self-learning combined with multiple projects will certainly land you a job in Web development.
A bachelor's degree, usually in computer science, communications or business or Completion of a college program in computer science, graphic arts, Web design or business is required.
Simple steps are:
1. If you want to be a web developer first you need to be part of technical background example for Under Graduation Program: BSC-IT, BCA, BTech-cs, Btech-IT.
2. For POST GRADUATION: MCA. MSC-IT, MTECH.

To become a Web developer you should know the following:
1- Html to build the layout of website pages
2- CSS to give it styles
3- Java Script to make popups or some messages or editing content easily.
4- PHP: To do main functions of your website like login , Register, Checkout process if the website is a store and so on...
5- SQl language to be able to work with your data store it, display the data from the database, Editing it or Deleting
