Leading Skills: The leader should be knowledgeable enough to illuminates the path and lead with passion.
Decision-Making skills: He himself must be an example for others and lead with decisiveness. He should select the rigth person the person for the right job and should show commitment to staff.
Communication skills: His public dealings skills is the key important factor.
Peronailty: His personality must have some charisma in it.
