The best time to have a project kickoff meeting is at the beginning of the project to introduce the team, give background of the project, understand the overall plan & output and work together cooepratively & effectively. If you have different steps or phases of a project, it is best to have kickoff meetings for each steps to align the overall plan and result of the project.
