B. would be the best answer according to my views.

All the projects get successful only with best players from the various teams or departments; so it would be the best idea to rely on the QA managers decision on choosing the right person from his team because he knows better about his team skills person by person.

The only thing would be common here that the QA manager and yourself i.e. project manager must be knowing the skill set required in your team players from QA or other departments.

Option B is the the best response. The QA manager is a SME in his field. I would run a meeting with him and the HR manager to discuss the staffing procedure as per the project requirments and the Human Resources plan.

Answer: BExplanation:You need to figure out the root cause of the problem if you are going to find a lasting solution to it. The best choice is to meet with the manager and understand why he offered the team members to you and what you can do to work together to find the right people for your team. It's possible that he has some information about those staff members that make them a good fit after all.

Staffing issues are unfortunately very real, there are rarely right fits for any role. B will be the most appropriate solution to understand the issue from QA Managers perspective. Then streamline your skill requirements and come to an agreement to find people with matching skills. If the resources are lacking right skills, but are capable of learning, then appropriate training is also an option. If none of these works out, outline your risks & mitigation plans,  quality guidelines, documentation guidelines, draw clear test exit criteria and most importantly timelines for each cycle of testing.
