- the cost performance index is 1 which means, the project completed on budget, but the schedule performance index is 0.72 which means the project completed behind schedule. form this we can draft many hypotheses about the project plan, like if the budge for X time period is enough for X*1.38 time period , the budget plan was more than the actual project budget requirement . Think about this, you have budge B and time schedule 100 months to complete, let’s say one of your expense is employees salary. Now consider ,your schedule is to complete in 100 month and your budget plan must include 100 month salary for employee. According to the give schedule performance index(0.72) your actual project schedule is changed from 100 to 100*1.38 == 138 months. There is no way we can say that the 100 months salary is used to 138 months salary. This hypothesis tells us that, the project planner budget plan was more than expected. But I will leave the decision of it is good or bad plan for the readers. Because someone can say, wow they did good on contingency planning, how? Since the plan for contingency was good, they used the contingency to cover 38 months salary. Someone can say, no it’s bad plan, they planned more than expected budget. And more hypothesis

The Cost Performance Index helps you analyze the efficiency of the cost utilized by the project. It measures the value of the work completed compared to the actual cost spent on the project.
As per the PMBOK Guide, “The Cost Performance Index (CPI) is a measure of the cost efficiency of budgeted resources, expressed as a ratio of earned value to actual cost.”
The Cost Performance Index specifies how much you are earning for each dollar spent on the project. The Cost Performance Index is an indication of how well the project is remaining on budget.
SPI=0.72 presents project is delayed as of data 28%, while cost of the project is on track.
