To get the best results in any set up, you have to involve your self within the team as a team member.
You have to be careful about the individual professional and try to know the barriers to their outcome professionally and give them solutions with the help of an expert of the same profession.
Also try to involve yourself with the team members socially, within limits, to know their mental worries and give them solutions.
Any professional will be confident when his/her job security will be ensured.
All the time try to treat them like a team member and be connected with the team. If you will treat them only like a senior or professional then unfortunately you will loose their confidence.

If the HR Manager does not drive the results, that mean something seriously wrong with HR Manager
sets KPI for each department and individual and also needs to check what an employee is doing apart from assigned tasks and how well they are doing it. Based on these things you can drive results.

Very simple, by achieving the annual departmental goals or objectives. This is what a departmental head commit at the start of the year and evaluation is done at the end of the year.
