Yes you should hire HR qualified people. As an owner you are best as an entrepreneur but HR needs special knowledge. Apart from leadership issues there are technical reasons which has to be kept in mind while recruiting HR person. An HR person should have following knowledge :
• Social - demographic
• Legal
• Negotiations techniques
• Intelligence report.
• Command over language.
• Great communication skills.
• Team player
