A simple recognition matters a lot. If you are a manager or a department head, you should think as a parent, as your child do good, you support them and sometimes give them a reward.

If a third person who has no interaction with the people of the company gives them motivation tips then it would not affect them or create any impact let alone motivate them.
To motivate we need to understand first why a person feels demotivated, why does he lack confidence, what are his areas which make him insecure..
if it is lack of knowledge we need to guide them to work towards improving their knowledge either by studying or interacting with people of the same profession,
if the reason is sheer shy introvert nature then we need to show and explain them the pros of showing their work skills and acknowledging their efforts
if the employee is demotivated because he feels insecure in his job due to office politics, management or any other issue then we need to encourage them to give their best and leave the rest to God. It works, becuase when they agree to give their best they atleast have the satisfaction that they gave their best and in their eyes they would be content.

Motivation of an employee is one of the key factor to boost thier confidence and thier mood towards work. Motivate them by means of acknowledging thier good works and deeds.
