An idea is good but theres no need of indepth knowledge required.

Yes. HR should have an idea about what business they are in as each business is different and the challenges are different based on the category of products the company is producing or marketing.. Eg a fmcg company is different from a pharmaceutical company which is again different from a software company.. Technical knowledge will allow the HR to pick up right candidates for there organization and also will understand the needs of the existing employees like training, retention etc
