How do you maximize revenue of F&B and control the cost when you have low hotel's occupancy?

i am not a hotel spacialist, but I think , they should make facilities for companies/ schools  to organize meetings/ seminaries or any other kind, they will have F&B and pay generously ; not like individuals )
