Yes, because I believe everyone has no experience yet. However, if given an opportunity the person will learn and excel in his chosen career. Everyone should be given a chance to prove that he can also do what others can do, just give a chance, we never know that person will be the asset of the company.
Yes it is possible. The person may not have yet the experience but through hardwork , training and determination, the needed skills can be learned and for sure will have great results. Everyone that is willing and ready should be given equal chance to see what he can contribute to the company. All successful person started out as a beginner anyway.

Yes! But I think saying you have no experience is your first mistake. You have experience doing something. You need to list it and get creative with how you talk about it. If you worked for your parents business, don't focus on working for your parents restaurant, focus on how you balanced work, school, and other responsibilities at once. If you did school projects or short projects outside of school, list what you accomplished. Use active language. "I achieved", "I managed", "I developed", etc... If you need experience, take online courses (some free resources are out there online) to show you are proactive, and try and develop a freelance presence. Look for projects sometimes even overseas creating, writing and developing anything you can find. As for administrative jobs, you need to be able to prove you can manage many small tasks for often many people. Look at the requirements for these jobs, and find a way to show you can do these things in your young career. And definitely know excel, word, PowerPoint, google and Microsoft email and colanders, and the basics of keeping minutes and coordinating meetings (you can learn all of this online). Personally my answer it's Big yes ,it's totally possible and potential ,and also it depends on the human capabilities and his strong personality ,each one of us has a great hide experience no doubt if he gets an opportunity to work in such job he do all the best to make his level job high even without any practical experience.
in my perspective, I would say yes. Firstly, some companies in gulf countries target fresh graduates to train them in their prefferable way. It is possible to get a job also in a strat up companies that look for employee with no practical experience.
