Depending on the resource and having to manage the resource, not just objectively but also as per the requirement standards, the resources as a whole will be limited. Mismanagement does happen either on the basis of lack  of exposure or lack of common sense.

To run a good organisation HR is the back bone. They are the first step for the smooth running of the system in places and the procedures that all fall in the right places as a result of hiring the right candidates for the right positions.
