HR jobs are very limited  everywhere, but you can still search and get it. You need to find your expertise area in HR you are looking for like generalist profile, HR Administration, HR operations, HRBP, and if possible do some HR certification course to add wings to your CV in job search.

Here are some tips I can give you from my experience:

Working in UAE does not require fluency in English, but it is enough to speak english well. Marketing, sales and customer service jobs are the most prevalent and available. Dubai is characterized by a large number of jobs compared to other cities, so focus more on searching for jobs there while not neglecting other opportunities. It is preferred to come in January, February and March where there are plenty of opportunities.

When it comes to CV writing, here are some of the most important tips:

The address and phone number must be replaced with your new location. A recent personal photo must be placed on CV. Practical experiences should be ordered with the correct dates. Write the structure of the experience in the CV as follows: (Name of the previous job) + (company name) + (the most important tasks assigned to it).The CV should not exceed 3 pages regardless of the applicant's experience and preferably only two pages.
