Twice a year, an individual performance measurement should be done for each staff where you can identify their strengths and weaknesses, where do they lack from and where do they need more training. So scores will be given at the end of the assessment (1 to 4, 4 being the highest). When achieving a 4, an increment should be given as a recognition. To those senior staffs who are spoiling the newcomers, definitely all this should be mentioned and give them a 1 as score with no increment.
